If illegals cannot earn money to eat, and to live, and to send back home, they will self-deport at the light speed or faster. You only need to focus on those who get their money by committing crimes. But even then the cost of each punishment shouldn't exceed, say, $0.50 per convict.

If we do your steps first the number of needing manual deportation goes from 30-20 million down to about 10-5 million.
