The reason I mentioned the ESA as possibly being the ones to do it is because they sent Rosetta and Philae to Comet 67P/Churyumov–Gerasimenko. Maybe a joint effort would speed up the process to get a rover on the way to Pluto a little sooner.
A nice dream to have any way.
We'll probably see a Kuiper Belt / KBO / TNO mission before another Pluto-specific mission -- a small family of probes to study the outer Solar System.
