This city is the capital of a state historically considered a Republican hotbed. However, recent demographic shifts within the city limits have transformed the historically red region into a Democratic stronghold

There haven't been any recent demographic shifts in the city in decades. There's a large black population, bunch of yuppies on the gentrification train, and the upper crust made of democrat lawyers and USC professors. Been that way my whole adult life, and I've been an adult for a long time.
