A tight car is a slow car because one always has to get out of the gas to slow down to turn and regain front grip and watch everybody else go past...
FYI in the rest of the racing world they use different words to describe handling on the car. Understeer is Tight, Oversteer is Loose.
In NASCAR we call 'Tar wear "used up,worned out or FLAT!" The rest of the World calls it "Tyre degradation and deflated." What We call "Marbles" (the bits of 'Tar that gather at the top of the groove) they call "Clag"
Now here is a bit more techy explaination.
As a rule a Day Track is warmer and tends to be loose due to oils coming out of the asphalt and the Marbles getting softer due to heat.
A Night Track is just the opposite.
