I understand that deputies have offered (or were assigned) to issue licenses in her absence. Can anyone issue a license or must they come from the clerk? Who authorized them to issue licenses and under what authority did that person act?
And finally, since this is a state issue under what authority does this federal judge act? It would appear to me that he lacks standing to unilaterally interfere in state affairs.
