I’m pretty sure the holding of the cases directs clerks to issue marriage licenses to same-sex couples in these cases at the end of the day. That’s how the cases got to SCOTUS to begin with.

If I were her I would post a big sign in her office saying, “Sorry but we are not issuing marriage licenses in 2015 and 2016” “We suggest you try the neighboring counties”
That means the courts can write law, as opposed to interpreting them. Again, existing KY law explicitly makes homosexual "marriage" illegal.
