It is my recollection that the county clerk's office has a stamp with the clerk's signature on it. The Deputy clerks use it as her representative.
I'm not sure it's legal in this case, because she explicitly refuses to give consent, but what is law nowadays?
This is 1984 combined with "Brave new world."
