Waco could easily be considered a locale for District 1. That's not really the point. Was this specific Twin Peaks restaurant the venue for any TCOCI meetings previously?

The affidavits do specifically mention this stuff about the meeting being changed and never having been held in Waco, let alone Twin Peaks before.
