No, the COCI meeting was never held at Twin Peaks before, or in Waco before, for the entire history of the organization. The venue was moved (by the Bandidos) to Waco only for this event

I recall reading that the Twin Peaks management had hosted a TCOCI meeting before. I would be interested in any link you can provide.

This Bandido key-note speaker was to report on the National Coalition of Motorcyclist event that occurred weeks earlier. Because COCI members from across the state were expected to attend this special meeting, it was purposefully scheduled in Waco, TX, a central city between Austin and Dallas.”

That’s from the Bandidos’ own press release. This was a scheduled meeting of COCI District 1 and Waco is NOT in District 1. I believe the police affidavits note that the District 1 meetings were always held in Austin before this, for twenty years or more.

The Waco TP’s had hosted biker nights at which there were often fights. At the last Waco TP biker night the Waco police had to ‘quiet’ a row between rival gangs.

I have never seen any report of the Waco TP’s hosting an ‘official’ Bandido turf meeting before.
