It’s beyond outrageous...the Feds will get off using a defense denied to every citizen and corporation opinion the country. Not a day goes by without my blood boiling at this monstrosity of government.

You hit that nail on the head; “the SOLUTION to POLLUTION is DILUTION”.
I figured out what a scam Storm Water Control was all about when the company I worked for (a school district) asked me to be their Storm Water Manager.
My education was in waste water and potable water treatment and distribution.
My bosses knew what my degree was in so they decided that I was the ideal candidate for the DESIGNATED FELON job.
The classes cost me about 3500 dollars and 4 semesters of work to be a licensed Storm Water Inspector and Management Planner.
It’s all a grand scam, the mud and rain water on the outside of the contractors fence is the same as the mud and rain water on the inside of the contractors fence.
But GOD help the contractor if any of his mud or water winds up outside his fence.
