Small drug gangs have figured out a way to compete in Baltimore ... Rather than bribe a few bad cops gang bangers are going to pay police chiefs to give ‘speeches’.

Then they'll donate to individual police ‘foundations’... a tax break for them - and a vacation slush fund for the police chiefs. Maybe buy a few thousand ‘police memoirs’ if the ‘speeches’ are good.
