It’s a recent tool/package related to this annoying new “feature”.. It allows you to adjust your update preference.

Please keep in mind I’m no Windows 10 evangelist. I used the beta preview for a few days thats about it.

I like W 8.1 a lot, fast, stable, start screen is useful if you take a little time to configure it.

That said, I can see where W 10 might be as good or better, but uncontrollable auto update was a deal breaker for me.
