he official name of the war is The War of the Rebellion, not the Civil War

Why did he not use the term War of Rebellion? Notice Lincoln did not capitalize "civil war". That means it was a descripton and not a title. In all official correspondence - Emancipation Proclamation, Blockade Order, etc. - he refers to it as either a rebellion or an isurrection.

fine but the official name is war of the rebellion as in “The Official Records of the war of the Rebellion”
