Last time I was in Palo Alto they had a law requiring all privately owned parking spaces to be made available to the public after 7:00 PM when not being used by the owner.

Did that apply to single-family homes/driveways that were otherwise not open to someone the public?

As far as I know it applied to every parking space. What difference would it make anyway? Private property is private property.
