We used to live across the street from a church. People attending would park their cars in front of our driveway. I started to let the air out of tires and sat on the porch and watched while they had to call a tow truck or change the tire. Word got around.
We tried calling the police and they didn’t want to offend anyone and so wouldn’t do anything about it unless we had an emergency and needed to get out.
Most but not all rude people seem to be lefties. You have any offensive bumper stickers? Cruz or Walker for President? How about Jesus is my Copilot? National Rifle Association or “Fight Crime Shoot Back.” Maybe a pro-life, anti-Obama or “Adam & Eve NOT Adam & Steve”.

As for the dog problem good luck. We’ve had problems with other people’s dogs at every place we have lived from constant barking, using our yard as a potty and pit bulls chasing us. No help from anywhere including the courts who dismissed fines.
We live in a condo now with a HOA. They have leash rules. Still dogs chase us down the street on a weekly basis. Few owners keep their dogs on leashes when they go out.
Yesterday it was two lesbians making out in the private condo-owned swimming pool while my two grandchildren were there.
Many people nowadays are just plain rude, obnoxious, selfish and inconsiderate. Don’t get me wrong, most of my neighbors are wonderful, nice people. It’s the few bad apples that spoil it for the rest of us.
Try mothballs to dissuade dogs. Works until rains washes them away.
I push them into my lawn.

Mrs. Flash just recently did or didn’t park across someone’s driveway. She swears she didn’t and thinks someone pushed the car up the block, which I find difficult to believe. Anyway the cops ticketed it and had it towed, and I had to go take care of it. I guarantee you, none of it was on the homeowner’s dime.
Make sure you know who is doing it. Are they the kind of people you want to go to war with? Some people will take great delight making your life a living hell. Recruit other neighbors as allies. Chances are the other neighbors have the same problem. I can not stress how miserable trash neighbors can be and are quick to escalate a situation.
For the car post signs first. Let them sink in. Then a polite note on the windshield if it continues. Then a not so polite note that warns them you will tow the car if it happens again. Then, tow it. Make sure to include the city code and document everything in case you have to get police involved.
For dogs, a simple call to animal control. It will be anonymous. They will escalate it for you with the full backing of the county.
Have you tried talking to the neighbor? One came and talked to me about my dog knocking over their trash. I didn’t even realize the dog was getting out of the fence but the sneaky dog managed to get out and back through a loose board.
Good luck. I had trash neighbors and it was hell. Document everything and get the other neighbors on board ASAP.
Come to think of it, the towing company may be satisfied just having the car - no payment needed to get it towed, payment is to "bail it out."
Don’t do any damage yourself - call the cops from a pay phone (if you can find one) and report that a known drug dealer has parked in someone’s driveway, at such and such address, and the word on the street is that there’s drugs and cash in the vehicle.....
If they are blocking your driveway by parking on the [county] swale, either get the county to post a sign, or buy and post a “Do Not Block Driveway” sign. A couple of bucks can buy a stress-free life. You may need a second sign in Spanish...!
you can always fry up some sponges (using bacon grease of course)..
A cop pulled over a speeder and the cop car was blocking my driveway as he was writing a ticket. I needed to get out so I tooted the horn a couple of times and he did move out of my way.
