I am playing Total War: Rome 2, and I am looking for the Prevent Comfort, Complacency, and Moral Decay option, and I cannot find it.

Seriously guys. I put FNV up for a while. I am on Rome 2. I can't quite get to 100BC quite right, as the House of Junia in Rome, but I keep replaying trying different approaches. Obviously I have to fight the Estrucians right away, but attacking Syracuse too soon didn't work, same with attacking Venetia.
