My dad was a cop back in the 1970’s.
He was taught that, to subdue an attacking dog, ‘offer’ the dog your forearm (preferably your non-dominate arm). Once the animal clamps on, get your thumb into the animal’s mouth - under the tongue - and grab a hold with all your might. The animal will attempt to retreat, but you’re not to let go. With a hard enough twist, you can dislocate the dog’s jaw and end the battle.
Shooting was considered unnecessary and unsafe, especially in populated areas.
