Technically, I've only been assigned to deal with the weather on Earth and Mars. As a side job, I'm arranging for the "weather" in the Flying Castle habitats to normalize according to a twenty-four hour heating and cooling cycle. This allows a natural circulation similar to the super-rotation on Venus, but with a lot less power!
For Earth and Mars, the equations and procedures have been worked out, but funding has been stuck in limbo for an unconscionable amount of time. While we have resources, and the advantage of position, I do not intend to donate our materials, labor, time and ingenuity for a promise of payment sometime down the road.
If Earth wants their weather dealt with, they will just have to summon the gumption and pay the piper. I still have my eye on Manitoba, you know.
(Mars, by the way, will be set up as a type of lend-lease for their Terraforming. Without an existing population, it's difficult to assess fees for services.)
You would think the State of Nevada would be willing to contribute for better weather.
