Nope. This is on the inside of the drawer. There is a slot in each end of the drawer for the metal rod to rest in. The wood is old and warped and there is no way to put it back into “new” condition
I thought of duct tape when I moved into this apartment, but it didn’t work. I tried two or three kinds of tape, IIRC, and gave it up as a bad job.
I bought two of these file cabinets in 1995, and they have outlived their usefulness.
What about wood filler?
That would make the problem worse. I wouldn’t have anywhere to put the rod, and would have to dig it out after the filler dried, and I have no tools to do that with; the entire drawer is skewed. In fact, the entire cabinet is warped. The other file cabinet was so bad, I had to throw it out last year, when I got my stuff from storage.
I will just stack the papers I need to file back in the drawer. On top of the hanging folders and the file folders.
Of course, looking back, the skewed drawers are the reason I haven’t had any place to file anything, and why it was all on the floor. :o|

Even cheap file cabinets usually have a framework inside for supporting the hanging file devices. Check to see if Walmart has the framework separately.
There are other possibilities, but they all involve either carpentry or coping skills, and you're female.

Twenty years ago, I probably could have done it all and then some, but the years and CFIDS have taken their toll on my ability to do things and/or to figure things out. So you're right: I am female. And I'm still trying to find someone who has a drill so I can elevate the Laz-E-Boy onto a couple of 2X4's so it isn't so hard to get out of. I also need someone to drill a hole in one of the legs of the laundry cart and insert a long screw so the basket isn't permanently skewed.
I was spoiled for a good many years when I was younger, because as a military wife, I learned the only person I could depend on was me, and I could fix almost anything. Not these days...

You would also need a drill set. And to fix the file cabinet, you'd need a couple of steel rods about twenty inches long. (Figure out where the rods should be to support the hanging files, drill a hole through the back side of the wooden file drawer, and only partly into the front, from the back side. Slide the rod through, fix it in place, and hang files on it.)
Or go to Walmart and buy a cheap file cabinet and rob its innards.
I meant that you would need a set of bits. The kind of bit to provide a flat bottom in the hole you drill is called a Forstner bit. But any cheap metal drilling bit would give you the kind of hole you need in wood.
Five minutes with a screwdriver and you can start filing away.

I have drill bits left over from one of the first “portable” drills, way back YEARS ago. So if I have an free/spare $20 I could get the new and improved model.
If I’m going to buy a “cheap” file cabinet, I would buy one that would last me a few more years...
That device was invented supposing one has the surface to place it on, and there would only be one device. I, however, have only the floor to support it, but I have enough files, folders and papers to utilize three of those.

Back in the 1980’s, the elevator company my father worked for passed out to all their techs the neon tester screwdriver featured in this video.
I recall my father laughing, and saying it was best used as a small screwdriver for non-electric items, upon which he tossed it aside and promptly forgot about it.
What? The drawers don’t have a bottom? The frames fit inside the drawers and are adjustable, just have to snap off the hanger bars to fit the horizontal depth of the drawer.
We’re not talking the same language, are we?
