Obviously, YOU have some agenda/a sick fascination with this case and though you apparently have read quite a few things about it, have posted lies.

If the Duggers wanted the records sealed, all they had to do was go to the District Attorney and tell the DA the entire story and then, when in a court if law, testify to what Josh did to his sisters bad then be cross examined.
If the Duggars had done that, the juvenile records would have been sealed.
That being the case, it is obvious that the Duggars did not want the records sealed.
