“I have raised children that its not ok to to touch anybody else in their private areas”
So did the Duggars.
“and to not let anyone touch them in their private areas,”
So did the Duggars, since no one was letting anyone touch them there.
“and to not hide it if it does happen.”
And the Duggars did not hide it. The son came to them, ashemed of what he had done. They counciled him on it and notified the police voluntarily.

Fiction.
At no time did Josh confess without being first confronted. And the behavior repeated itself even after he was cautioned against it the first time.
“So did the Duggars”
arguably not, given that it happened in their family and people seem to be tripping all over themselves to say “it’s only curiosity” and “it happens all the time and isn’t that bad”.
my contention is that if it happens once, that’s once too many times, and curiosity is a kid wondering what it might look like or feel like without actually, you know, looking or touching.
