Actually, in this particular case, Jimbob out clevered himself.
IF the case had been prosecuted within the statute of limitations all files would have been sealed. However he waited until *after* the limitations had expired to go file a police report. And then only after the cops got a tip from someone about the incident. Since it never went to trial, it was never fully adjudicated and thus never sealed by a court.
Cop didn’t have any legal reason to deny the FOIA when it came in.
