Seems to me there are two issues here. One is the issue of sin and forgiveness and repenting. The other has to do with sex crimes against children. I think some are upset as it appears that this did not get handled in the legal system.
I also admit I don’t know all.of the laws in this area. Does it make a difference if the perpetrator is a sibling and everyone involved is underage? I don’t know.

Those people are not familiar with 1Corinthians ch 6.
1] Dare any of you, having a matter against another, go to law before the unjust, and not before the saints?
