Who uses $40,000 in cash to do business like opening a martial arts studio? That sounds fishy to me.
There are areas in the country where “officials” would confiscate that 40K and put it in their pension fund claiming it had to be illegal. Not in DC as they are used to much larger sums in paper bags going to politicians.
