You did not say “perhaps she is incompetent”.

You SAID “perhaps they KNEW she was incompetent”

English structure of that sentence implies that she IS incompetent, and the question is whether they knew it or not.

“Perhaps they THOUGHT she was incompetent” might have gotten your meaning across, if you actually were just suggesting they quit because they thought she was incompetent, and not making an assumption of your own based on the headline of the article and perceptions of race and sex in typical city elections.
