The bill would require physicians to send a written notification to parents or guardians of a minor seeking an abortion and requires a 48-hour wait time before the procedure.
The proposal would allow some exceptions in the case of medical emergencies and offers a confidential appeal process so pregnant teens can go through with the procedure without parent or guardian notification.

Teens who know that their parents will be notified might not be so quick to have an “unwanted” pregnancy.
But if the teen knows she can secretly appeal to keep the parents in the dark...
In order to appeal, she will have to go before a judge. I think that most teens would be mortified to have to go through that in order to have the luxury of engaging in irresponsible behavior.
There is a reason the abortion industry fights so hard against parental notification laws. They know that many of their potential customers will choose not to get pregnant if they have to tell their parents or go to a judge to get permission to abort a baby.

Sometimes it’s the other way around and the parents don’t want the teenager “saddled with a child” so force the teen to have an abortion. Teens may know the only way they can keep the child is if her parent’s don’t know.
Regardless what pro-abortion activist justices and judges want citizens to think out the constitutionality of the so-called right to have an abortion, the states have never amended the Constitution to expressly protect abortion. So this law is not only protected by the 10th Amendment, but such laws could go much further to protect unborn children imo.
Either way, the teen's behavior will still be influenced by the desire to hide her activity from her parents. There are a lot of variables in this, but the bottom line is that teens are reluctant to let their parents know they are seeking an abortion. So parental notification laws will almost certainly cause a drop in "unwanted" pregnancies.
