I’ll go with stupid stupid for 200.

Some mitigating issues.

-They had covered some distance from where the stop occurred. Wont be much of a stretch assume there was some physical contact along the way while the cop tried to cuff the victim.

-On the video the cop looks directly at the camera immediately after shooting. He knew there was at the very least witness. Which raises the question of why “plant” evidence? I expect the excuse to be ‘concern’ over the taser being picked up by somebody, so he moved it.

He didn't appear to be planting evidence. Concern is not an excuse. It's SOP. He followed standard protocol for securing a crime scene. First, he handcuffed Scott. Then, he retrieved a loose weapon (the taser) that was outside of his immediate area of control. According to standard crime scene investigation procedures, those are his first priorities even before providing emergency care to the victim.
