Shooting an unarmed guy in the back was never allowed in any of the W wars.
Not per se, but if the enemy was running away they didn't necessarily stop shooting. I'm sure it was not common but in the heat of battle (which this cop shooting was not) it happened and I doubt anyone felt bad about doing it.
