What they claim, as I said I don’t know whether to believe them, is that by creating hysteria, all reports of strange lights and aircraft would be discounted and the military could operate with impunity.

Well, they didn't create much hysteria around here.;-) Except a bunch of kids spent 3 nights driving out in the rural areas looking for sighting (all to no avail).

As you said up thread, I think the CIA is lying.
