In our community the paramedics are part of the fire department. They arrive with their EMT stuff and the fire truck arrives with them. And we don’t get billed for the service. (We do support it through our real estate taxes...and willingly!)
If you’re in a typical city, they’re probably actually being paid from sales tax proceeds. Counties usually suck up most of the property tax revenue. The exception is stand-alone fire districts that show up as an entry on the property tax bill.
