By the time of Paul? Paul’s meeting with Peter and James dates quite reliably to 3-6 years after the crucifixion. Paul’s first epistle (Galatians) dates to about 52 AD and Corinthians to 55 AD, about 20 years after the crucifixion. They were clearly written many years into his ministry. As Paul points out, many witnesses to the resurrection were still alive when he wrote the epistles and would call him out if they were lies.
And he was writing to established churches (in Galatia and Corinth). So those churches were founded between 5 and 15 years after the resurrection.
