Wanting your enemies to die of stupidity and/or intoxication is one thing.
Actively being involved in persuading them to, on the scale of hundreds of millions, is very different.
While not exactly "dry", Americans are noted for not drinking enormous amounts - most consume less than 1 serving a day, which is barely enough to notice any effects at all.

If the KGB is somehow on an active plan to persuade Americans to drink themselves into oblivion, those agents are doing a pretty lousy job of it.
