A natural born citizen needs no recourse to any law to be granted citizenship. Cruz never needed a recourse to law to become a citizen. He was a citizen from the moment of his birth, by virtue of his being born to a US citizen. No court had to approve of or grant his citizenship. That is the very definition of a "natural born citizen".
