Not quite. Cruz is a NBC because his mother conferred citizenship at his birth by meeting the US residency requirements (detailed in other posts). What is her birthday?
How long was she in Canada for, prior to Cruz's birth?
Was she continuously resident in the USA for more than five years after the age of 14?
I have not seen these issues addressed, have you? If so could you give me the link. Thanks!

She graduated college.
So a reasonable assumption that would have to be verified but most people graduate at 22. According to the Wiki:
Cruz’s mother was born and raised in Wilmington, Delaware, in a family of three quarters Irish and one quarter Italian descent. She was the first person in her family to attend college. She earned an undergraduate degree in mathematics from Rice University in Houston in the 1950s

this link, Cruz' father is quoted as saying that he lived in Canada for 8 years. Cruz
moved back to the US in 1974, meaning that they moved to Canada circa 1966. Cruz' mother was born in 1934 (can't find the link right now), got her degree in 1956, and was presumably in the US for another 10 years or so. She easily passes both the 5 and 10 year tests.
