The government assumption is trading in a protected species causes it to be killed for the trade. Kenya and Botswana used to have competing systems for elephants.

Botswana would sell a limited number of tags to control elephant populations and allow their ivory or anything else from the animal to be harvested.

Kenya took the approach of draconian fines and jail terms for anyone shooting elephants. They would also hold periodic public events where seized tusk, ivory products and other items made from poached elephants were displayed and then tossed into a bonfire using the same logic as the government here.

Funny thing was, Kenyan elephants turned up dead all the time missing only the tusks or other parts sought by the poachers. Harvested Botswana elephants were used to their fullest, populations thrived and the fees generated from selling elephant tags let to better protection of the rest of the herd and enhanced enforcement against poaching.
