The House Committee on Assassinations determined it was a conspiracy and that Kennedy was hit by two head shots from two different directions almost simultaneously.
If it was just one shooter, why would they come to this conclusion?
Seems to me they would end the controversy and conclude it was a lone gunman.

Oh, it was a conspiracy alright. And said conspiracy existed solely and entirely in the mind of an angry loner named Lee Harvey Oswald. And that conspiracy ended when another angry loner, out of a sense of vigilante justice and a need for recgognitaion named Jack Ruby shot and killed him.
