Nah, he was just a test or a prototype. He has lost the respect of the nations. He is also goofy looking.
I agree with all of that, but consider that he seems to derive his chief satisfaction from being seen to redistribute wealth (i.e., power). In his calculus, he who can dole out power is himself all-powerful.
That could make him desire, and to be desired by the parties themselves, to redistribute power in the Middle East so as to achieve the "peace" the Bible depicts. It would be a new and satisfactorily significant, indeed the ultimate, community for him to organize: the Middle East's "Savior."
