While I was the last person to defend the Beast, I have seen numerous govt employees use two smart phones. Rule is that you can't use govt property (govt issued smart phone) for personal use like personal email.

Don't think that is a proper justification here, however, since I understand the policy and law is that all job related emails were to be on .gov account.

Didn't Sarah P get the colonoscopy treatment over having a personal email account?
