He can have facebook at that age as long as it was created by a parent..he never lied about his age. My cousin created a facebook page for her daughter, she is 9, as long as its created by a family member and monitored by them its fine

If it was “ his” Facebook page then yes, he did lie in answer to the question affirming his age. As a parent of a teen, been there, done that

There is no provision by Facebook for an account for under 13 years old, even with a parent involved. There are other websites that have made provisions for that, but Facebook does not. Facebook will block such an account if alerted to it.

That is not allowed by Facebook. It can be “technically done” ... Just like someone can “technically” run a red light in s car. But just like that car, where you may get a ticket ... you may also have Facebook block the account, if it’s reported by someone else.
