She was trying to be witty I’m sure but I’m not really sure how the Suess quote pertains to the point she was making.... other than the fact that she has the ability to quote first grade reading material.

Yes, you're supposed to throw them back right away. Alive.
If you wait until you're caught, then it's to late. Then they are evidence.
If the fish are dead then there's no point throwing them back.

The Red Herring here is that when said protected fish (or size of said fish) gets on the hook, you are a criminal. It's all incedental after that.
