No, I don't think so.
But they are noting that we don't know all the facts. And some of us are pointing out that there are a lot of things that can set (any) dog off. That's why so many people are crappy dog owners, they don't try to learn what those things are for their dog. These people may have done nothing deliberately to set this dog off, so it wouldn't be their "fault" in that sense. But it's a pretty good bet that they knew a great deal less about their dog & dogs in general than a responsible dog owner should. I can safely say that because it applies to the majority of dog owners.
No dog of mine has ever attacked me.
This idea of offering defenses and explanations for dogs attacking their owners while driving and chasing them from the car, is new to me.
