All of society that has to pick up the pieces of people's lives ruined by dope smokers. You know, taxpayers.

Nah, i'm in favor of just killing dope dealers. Kill enough of them, and the problem will go away in a generation or two.
Drug dealers already kill competing drug dealers, yet they do stay in this risky business - and when one falls he is quickly replaced.
Just mass murder all of them?
