Bunch of Mideast dictator types have gold or gold plated weaponry that is completely useless.
A hair shirt made from the hair of your enemies would pretty much be similar in uselessness.
But I can fully imagine the guy standing there, wineglass in hand, as he extolls the virtues of his high priced shirt.
