Many vehicles have onstar which can be used to track vehicles. I was listening to a auto repair talk show which was talking about EPA and new emissions possibilities. They said that the government was asking car manufactures to equip cars with satellite communications that would tell a state agency when the check engine light came on. If the car was not serviced in a proper amount of time the state would send a ticket to the car owner.
