“This is why the duly elected representatives of the people must take an active role in setting and demanding adherence to high standards of performance and conduct. The electorate in turn must hold their representatives accountable for this responsibility.”

Therein lies the problem! The “duly elected representatives of the people” are themselves among the primary violators of the very laws they write for the rest of us. Insider Trading, not illegal for your Congressman, but it is for you as an example.
Cops are the quintessential go along to get along group.

And yet the voters keep returning these critters to office. How is that the fault of the police? Any attempt at prosecution of a political figure becomes itself a political circus. See Starr v. Clinton. Most often it starts off political from the get-go as in Earle v. Delay. We need to be very cautious about encouraging police investigations and prosecutions of political figures. The civilian authorities need to maintain the upper hand and not have to look over their shoulders for a retaliatory prosecution.

The ballet box is where these things must be settled.
