this all speaks to the fact that he president has surrounded himself with people that feel every request of the president has to be fullfeld because he would not be understanding if he was told no. I am positive if the same situation were to have come up with Reagan or the bushes that the inconvenience would of been mentioned to the presidents and the round of golf would not of been played

They would not have been notified. To pay attention to such details wastes too much of a president's time. We pay many other people to take care of it.
However, some presidents have tried to reduce the impact their movements have on others as a matter of style.
