Took the kids to the top (both levels) last year over Thanksgiving. Went to the top on a Monday so the crowds were small. Still, paying the premium to skip the lines was money well spent. If you're only going to visit once, pay the extra and avoid the wait.

The kids had a blast on both levels and agreed that it was the highlight of their trip to the city. The ESB can be a great sight seeing event, you just have to plan for it.
