I think it is malfeasance.

Anyway, the cops didn’t help their cause by refusing to help him after he had a heart attack on the sidewalk.

Malfeasance is more intentional. Misfeasance is more unintentional, but a poor judgement of authority.

Obama: Malfeasance or Misfeasance or Nonfeasance? I say over the 6 years he’s committed all three.
