I bet you a dollar to donuts that the “off campus apartment” is a recruiting tool. Being off campus means you don’t have the same rules as on campus students. U of MD, for example, has a football dorm only ON CAMPUS. There are rules when they can go out and when they can’t. There are rules as to who has access to the dorm as well. I’m not saying that D1 players are choir boys but a university chooses whether they restrict the freedom or not (and to what degree). IMHO.
Like for instance, the football dorm at UAB, since they (UAB) don’t need it anymore.
