Mexico couldn't afford it. It's probably sent down their for further concentration to be put into various finished products like candy before being re-exported to the U.S.A.

Mexico is such a basket case. They’ve been growing pot for over 50 years, outdoors in a semi-tropical climate, and they have to import weed grown inside by Oregon hippie snowboarders to get some decent smoke. LOL
